Position Summary:

Afya Women Group is seeking a dynamic and experienced Economic Strengthening and Livelihood Officer (ESO) to join our team as part of the USAID KIZAZI HODARI SOUTHERN PROJECT in Tanzania. The ESO will play a critical role in supporting at-risk Adolescent Girls and Young Women (AGYW) and OVC Caregivers by facilitating and promoting Economic Strengthening (ES) activities. The goal is to empower these groups through financial literacy and support them in establishing sustainable Income Generating Activities (IGAs) within the Councils Team.


Roles and Responsibilities:

Supervision & Support:

  • Supervise and provide technical guidance to Livelihood Volunteers (KFs) and Independent Livelihood Volunteers (KFs) within the Councils Team.
  • Monitor and mentor Livelihood Volunteers to ensure their progression into independent roles.

Recruitment & Training:

  • Recruit and train KFs on the Community Microfinance Groups (CMGs) model.
  • Oversee KFs in forming and supporting new and inherited CMGs at the Councils Team level.

Facilitation & Participation:

  • Ensure that KFs facilitate CMGs.
  • Ensure 60% participation of enrolled caregivers and destitute households in CMGs.

Community Resource Mobilization:

  • Guide CMGs in establishing Community Resource Mobilization Committees (CRMCs) for mapping local resources.

Mapping & Curriculum Rollout:

  • Conduct a comprehensive mapping of economic strengthening service providers.
  • Implement the Household Financial Literacy and Money Management curriculum for KFs and ensure quality training for CMG members.

Market Assessments & Networking:

  • Lead market assessments and facilitate the creation of business networks within the Councils Team.

Training & Relationship Building:

  • Train KFs on implementing self-assessment tools with mature groups.
  • Build relationships with pro-poor financial institutions to facilitate access to financial services.

Supervision & Quality Assurance:

  • Provide ongoing supervision to ensure quality economic strengthening programs using the Instruction, Modelling, Rehearsing, and Feedback (IMRF) approach.

Reporting & Documentation:

  • Submit timely updates to the Program Manager for inclusion in periodic project reports.
  • Document and share lessons learned and best practices for replication.

Additional Duties:

  • Perform other duties as assigned by the Project Manager.

Minimum Qualifications, Experience, and Skills:

Education:

  • Required: Diploma in Business Administration, Economics, Community Development, Community Economic Development (CED), or Social Work.
  • Preferred: Bachelor’s degree or higher in the fields mentioned above.

Skills:

  • Strong Monitoring & Evaluation (M&E) skills.
  • Excellent written and oral communication skills in Swahili and English.
  • Strong training skills, especially for working with adult learners at the community level.
  • Ability to work flexible hours with minimal supervision.
  • Leadership and team-building abilities.
  • Negotiation and diplomacy skills for coordinating with stakeholders.

Experience:

  • At least two (2) years of experience in public health or OVC-related fieldwork.
  • Experience in forming and supporting community groups and IGAs is preferred.
  • Experience working on PEPFAR-funded projects in Tanzania.
  • Familiarity with program and donor regulations and procedures.
  • Knowledge of the Appreciative Inquiry (AI) approach in development and social projects.
