Position Summary:

Afya Women Group (AWG) is seeking two Health Technical Officers to contribute to strategic service delivery for Orphans and Vulnerable Children (OVC) and their caregivers. The officers will work to eliminate barriers to service access, improve adherence, and scale impact in line with the 95-95-95 goals. They will also support the bi-directional referral system, enhance case identification, and strengthen linkages to ART and viral load suppression for children and adolescents living with HIV.


Roles and Responsibilities:

Coordination & Representation:

  • Represent AWG and coordinate with the Council Health Management Team regarding HIV and health-related activities.
  • Organize monthly coordination meetings with Care & Treatment Centers (CTCs) to improve the bi-directional referral system and case conferencing.

Support & Supervision:

  • Support Early Childhood Development (ECD) corners at targeted health facilities through regular monitoring and supportive supervision.
  • Collaborate with Community Case Workers (CCWs) and CTCs to trace HIV-positive OVC, re-enroll them in the program, and link them back to health services.
  • Assist CCWs in conducting HIV risk assessments for OVC and referring at-risk OVC for HIV Testing and Counseling (HTC).

Program Implementation:

  • Organize quarterly Sexual Reproductive Health Education (SRHE) outreaches for Adolescent Girls and Young Women (AGYW) and DREAMS Girls.
  • Coordinate HTC outreaches for adolescents with high-risk behaviors.
  • Ensure CCWs are trained on and implement a supplemental HIV curriculum for OVC and caregivers.

Referral System Management:

  • Support the establishment of a bi-directional referral system to monitor the continuum of care for HIV-positive OVC and their caregivers.
  • Identify and address bottlenecks in the referral system, conduct quality improvement activities, and adjust strategies to enhance performance.

Data Management & Reporting:

  • Collaborate with the M&E Officer to ensure accurate data on referrals and service completions.
  • Develop and maintain a service directory for health, nutrition, and HIV services in the implementation area.
  • Provide supportive supervision to ensure proper documentation and reporting of health-related services and referrals.

Additional Duties:

  • Perform other relevant duties as assigned by the Project Manager.

Minimum Required Qualifications, Experience, and Skills:

Education:

  • Required: Diploma in Clinical Medicine.
  • Preferred: Bachelor’s degree or higher in Medicine or Nursing.

Skills:

  • In-depth knowledge of the Government of Tanzania’s health systems.
  • Strong Monitoring & Evaluation (M&E) skills.
  • Excellent written and oral communication skills in Swahili and English.
  • Proven ability to lead, mentor, and train staff, particularly at the community level.
  • Demonstrated diplomacy, negotiation, and teamwork skills for navigating complex situations.

Experience:

  • At least two (2) years of experience in public health or OVC-related programs.
  • Preferred experience with HIV, MNCH, TB/Malaria, and PEPFAR-funded projects.
  • Familiarity with donor regulations and procedures, as well as experience in community program implementation.
