Job Opportunity: Case Management Officers (CMO) at Afya Women Group

Position Title: Case Management Officer (2 Posts – one for each Team)
Job Type: Full-time
Locations: Iringa DC and Kilolo DC
Reporting to: Program Manager
Line Manage: Community Case Workers (CCWs)

Position Summary:

Afya Women Group is seeking two qualified Case Management Officers (CMO) to join our team and provide leadership in implementing the National Integrated Case Management System (NICMS). The CMOs will ensure high-quality case management services are offered to Orphans and Vulnerable Children (OVC) caregivers and children/adolescents living with HIV at the Councils Team level. These positions will play a crucial role in supporting the health, education, protection, and overall well-being of vulnerable communities.


Roles and Responsibilities:

Leadership & Supervision:

  • Provide leadership and oversight of Case Worker Coordinators and Community Case Workers (CCWs) in the Councils Team.
  • Ensure continuous mentoring, coaching, and supervision of CCWs, Lead Case Workers (LCWs), and Community Health Workers (CHWs).
  • Conduct supportive supervision for Case Management Coordinators to ensure program goals are achieved.

Policy & Procedure Adherence:

  • Ensure adherence to case management, child protection, referral, linkages, and Monitoring & Evaluation (M&E) guidelines.
  • Orient all CCWs on the Child Protection Policy and Code of Conduct, and handle child abuse cases in line with national protocols.

Service Delivery:

  • Oversee case management services that address the holistic needs of OVC and caregivers, including health, nutrition, education, protection, livelihoods, and psychosocial well-being.
  • Conduct step-down trainings for CCWs to ensure high-quality case management at the community level.
  • Ensure accurate case documentation and maintain a case filing system.

Partnerships & Community Engagement:

  • Collaborate with local government authorities, including District Executive Directors (DEDs), Council Health Management Teams (CHMTs), and District Social Welfare Officers (DSWOs).
  • Foster community linkages and engage local structures to support child protection and parenting programs.
  • Assist in recruiting and selecting CCWs for the NICMS and ensure alignment with local community structures.

Training & Development:

  • Train CCWs on the NICMS to ensure effective case management practices.
  • Lead the development and maintenance of a service directory for social services, in coordination with the Health and HIV Services Officer.

Documentation & Reporting:

  • Submit timely updates to the Program Manager for inclusion in quarterly, semi-annual, and annual reports.
  • Document and share lessons learned and best practices for replication.

Additional Duties:

  • Perform any other relevant duties as assigned by the Project Manager.

Minimum Qualifications, Experience, and Skills:

Education:

  • Required: Diploma in Social Work or Public Health.
    Diploma in Community Development or Community Economic Development (CED) may also be considered.
  • Preferred: Bachelor’s degree or higher in the fields mentioned above.

Skills:

  • Strong Monitoring & Evaluation (M&E) skills.
  • Excellent written and verbal communication skills in Swahili and English.
  • Ability to work independently with minimal supervision.
  • Demonstrated leadership and team-building abilities.
  • Strong negotiation and diplomacy skills to navigate complex situations and collaborate with various stakeholders.

Experience:

  • At least two (2) years of experience working in the field of public health or OVC.
  • Experience with Home-Based Care (HBC), NICMS, and PEPFAR OVC services is preferred.
  • Experience working on PEPFAR-funded projects in Tanzania.
  • Familiarity with donor regulations and systems.
  • Knowledge of the Appreciative Inquiry (AI) approach in social development projects.
