RAP Implementation Regional Lead

The RAP Implementation Regional Lead is responsible for managing key RAP Implementation activities in a specific region focusing on the preparation for and implementation of entitlement briefings, compensation agreement signing and payment of compensation including:

• Having complete understanding of the regional RAP and entitlement briefing and compensation agreement signing strategy and ensuring implementation complies with the requirements therein
• With Head of RAP Implementation, responsible for RAP Implementation governance and coordination across the region
• Preparation of the plan for entitlement briefing and agreement signing process for PAPs across the region
• Recruitment, if necessary, of national team members of the Regional RAP team • Onboarding, coaching, training and upskilling the RAP Regional team on all requirements of the regional programme including training the team on the use of the CLIENT data management tool
• Participating in defining and implementing appropriate stakeholder engagement to support the Resettlement Implementation process in liaison with CLIENT field teams. This includes the formation and operationalization of Resettlement Committees
• Implementation of the entitlement briefings process and ensure that all affected PAPs, Villages, and Regional Authorities are fully involved and that PAPs have full understanding of their compensation packages and options
• Implementation of Compensation Agreement signing with affected PAPs, in liaison with relevant central and local government officials
• Ensure that receipt of compensation payments is confirmed with PAPs and they receive their Notice to Vacate
• Supervising and monitoring the field responsibilities of RAP Implementation contractors working on aspects of entitlement briefings and compensation payments, ensuring Contractor’s scope is respected, overseeing monitoring and reporting
• Undertaking technical review QA/QC of deliverables of Resettlement Implementation Contractor/s working in the region
• Organizing regular progress meetings with Resettlement Implementation Contractor/s and report progress against implementation targets • Identifying any weaknesses of RAP Implementation Contractor/s performance and recommending mitigation measures
• Ensuring that CLIENT Grievance Mechanism is implemented by the Regional RAP Implementation teams and RAP Implementation Contractor/s, ensure coordination between CLIENT in-field Grievance Officers and RAP Regional team and RAP Implementation Contractor/s;
• Participating in regular RAP Implementation coordination meetings with Head of RAP Implementation, Compensation Agreements Lead and LSOC Manager
• Coordinating with in-field social team with respect to RAP Implementation activities and ensuring robust coordination with Social Performance Coordinator on team activities
• Designing RAP implementation monitoring dashboards and data integration into CLIENT data management tool
• Ensuring all databases are updated daily and transferred to Compensation Agreements lead on a regular basis as agreed
• Conducting weekly and monthly compliance reporting to Head of RAP Implementation.

Context and environment

• The RAP Implementation Regional Lead will be based in one of the regions in Tanzania.
• The RAP Implementation Regional Lead is expected to interface continuously with the Dar based LSOC Manager, Head of RAP Implementation, Compensation Agreements Lead, and team as well as the social field teams based in the regions

Accountabilities

• The RAP Implementation Regional Lead is responsible for ensuring coordination and implementation of key Regional Resettlement Implementation activities.
• Ensure respect of Tanzania and IFC Performance standards in relation to Regional Resettlement Implementation

Qualifications/Experience required

• Advanced degree in Social Sciences, Social Anthropology, Sociology, environmental science or related discipline required
• Minimum 15-20 years working professionally with proven extractive industry experience required. Experience in East Africa would be preferable
• Experience of investor financed projects compliant with the International Performance Standards on involuntary resettlement and livelihood restoration
• 10 years experience in designing, implementing and monitoring Land Acquisition and Involuntary Resettlement programs,
• 10 years experience in designing, implementing and monitoring Stakeholder engagement related to resettlement
• Experience overseeing execution of compensation payments and interfacing with banking institutions
• Proven ability to multitask, work independently, mentor, coach and manage teams • Willingness to be based and work in the field essential
• Proven ability to deliver whole work packages, rapidly progress tasks and deliver meaningful reports to senior management
• Excellent and proven data management skills and attention to detail, knowledge of Borealis an advantage
• Excellent Computer and analytical skills required
• Fluency in English (written and spoken) essential, spoken Swahili an advantage
